The objective existence of the Kessler Syndrome indicates that avoiding the strategic stability risks brought by the competition in Starlink technology and maintaining the shared destiny of outer space aligns with the real interests of all parties. Addressing the governance of outer space security concerning the militarization of Starlink involves multiple stakeholders across various disciplines, including sovereign nations, think tanks, industry, civil organizations, international organizations, and academia, and must be steadily promoted under the coordination of authoritative security institutions. Simultaneously, the militarization of Starlink is closely linked with nuclear security, cyber security, and artificial intelligence security, presenting an interconnected security situation. Given the unpredictability of Starlink’s militarization direction and trends, it is crucial to adhere to sustainable security governance for the future.
